Rizla's Cafe Lounge, located on Basil Street, has requested a two-year permission to allow the site to remain active while future redevelopment plans are considered.
The site, previously used as a car sales pitch, has been operating as a shisha lounge and hot food takeaway since late 2024. The applicant, Mr A Ali, argues that the temporary use would contribute positively to the area's economy and vitality.

A design and access statement submitted on behalf of the applicant states: "The current application seeks a temporary planning permission for a period of two years only, pending the owner's longer-term redevelopment aspirations for retail development on the site."
The statement highlights that the surrounding area is commercial in character, with established town centre features including McDonald's, Subway, and pubs. It notes that there are no residential properties in the immediate vicinity that would be materially affected by the proposed use.
The application emphasizes the site's open layout, with large sections of side elevations open to aid natural ventilation. It argues that the proposal represents a pragmatic and sustainable interim use of the land, reusing a vacant commercial site and providing employment opportunities.
