The ECO4 scheme, the fourth phase of the Energy Company Obligation, offers low-income and vulnerable households in the UK free or subsidised energy efficiency upgrades, including solar panels. Funded by medium and large energy suppliers and regulated by Ofgem, the scheme aims to reduce energy use, lower bills, and improve home warmth. It has been extended until 31 December 2026, after which no direct successor is planned, with future support expected under the Warm Homes Plan.
Eligibility depends on factors such as benefits, income, property type, tenure, and Energy Performance Certificate (EPC) rating. Homeowners must have an EPC rating of D or worse, while renters need E or worse. Some households may qualify through ECO4 Flex if deemed low-income or vulnerable by their local authority. The scheme covers properties in England, Wales, and Northern Ireland.
Funding is not a fixed cash grant; instead, a supplier or installer assesses which package of measures—such as insulation, heating controls, or solar panels—is suitable for the property. Window upgrades are also eligible but are typically approved as part of a whole-house upgrade rather than a standalone request. Ofgem notes that window glazing covers factory-made sealed units, not secondary glazing.
