Starmer has asked Labour’s governing body to set a timetable for his replacement, beginning on July 9 and concluding by the summer recess. The Commons summer recess is due to start on July 16, meaning if Andy Burnham runs unopposed, he could become Prime Minister in mid-July. If a contest occurs, the new leader will be in place by the end of August, before Parliament returns on September 1.

In his resignation address, Starmer reflected on his tenure, calling the walk up Downing Street two years ago “the proudest moment of my life.” He noted that his government was the first Labour administration in 14 years, turning a page after “years of disappointment and despair.” He credited his team with transforming the party from one that was “politically, financially, and thoroughly bankrupt” into a party that restored trust on the economy, defence, and national security, and rooted out antisemitism.

Starmer acknowledged that his party questioned whether he was best placed to lead them into the next general election. “I have heard the answer of my parliamentary party to that question, and I accept that answer with good grace,” he said. He emphasized that every decision he made was about putting the country first, which is why he resigned as Labour leader.

Starmer expressed gratitude to Downing Street staff and the Civil Service. He stated that after leaving the biggest job in the country, he would focus on being the best husband to his wife Vic and the best dad to his children, whom he called “my pride and my joy.” The speech concluded with an embrace between Starmer and his wife.
