New data published this week reveals that four million people in the UK are now receiving Personal Independence Payment (PIP), prompting experts to warn that while the benefit is essential for many, the system faces serious questions about cost, fraud, assessment quality, and long-term affordability.

PIP Statistics Show Steady Increase

According to the latest figures, as of April 30, 2026, there were four million PIP claimants in England and Wales, a 2% increase from January 31, 2026. Of these, 3.3 million (83%) were of working age, while 680,000 (17%) were of State Pension age. Notably, 37% received the highest level of award, unchanged from January.

Experts Weigh In on Sustainability

Kate Underwood, founder of Kate Underwood HR and Training, emphasized that PIP is not an out-of-work benefit. "Plenty of people claiming it are working in small businesses, succeeding precisely because PIP helps with extra costs of a health condition," she said. She warned that cutting PIP without addressing underlying issues like NHS waiting lists would simply shift costs to employers and the health service.

Martin Rayner, financial adviser at Compton Financial Services, highlighted the broader fiscal context. "The UK continues to spend more than it brings in, with national debt climbing. If a client came to me with such a situation, I would call it unsustainable," he said. He noted that rising debt leads to higher interest costs, leaving less for other public services, and that the choices are always higher taxes, more borrowing, or less spending elsewhere.

Nouran Moustafa, practice principal at Roxton Wealth, called for honesty about the costs. "Four million claimants is a serious number. The answer is not to attack disabled people, but to build a system that protects genuine claimants while being honest about cost, fraud risk, assessment quality, and long-term affordability," she said. She stressed that a welfare system people trust needs both compassion and control.

Balancing Support and Fiscal Responsibility

The debate underscores the challenge of maintaining support for those in genuine need while ensuring the system remains financially viable. As the number of claimants rises, the government faces pressure to address the growing bill without undermining the essential support PIP provides to millions.
