North Korean leader Kim Jong Un has been re-elected as the general secretary of the Workers' Party, marking his 15th year in control of the country's sole ruling political entity. This ceremonial yet highly significant step reinforces his unchallenged authority and establishes long-term policy directions for the isolated nation.
Congress Serves as Propaganda Platform and Policy Forum
The ruling party's congress, which convenes every five years, functions as a crucial instrument for North Korea to broadcast propaganda messages internationally and to determine upcoming political, economic, and military objectives. During the fourth day of proceedings on Sunday, thousands of delegates gathered to cast their votes in a rubber-stamp election that officially confirmed Kim's leadership position.
State-run Korean Central News Agency (KCNA) praised Kim Jong Un for radically enhancing North Korea's "war deterrence with the nuclear forces as its pivot". The media outlet credited him with developing a military capable of confronting "any threat of aggression" and "any form of war", while also lauding his leadership for reliably securing the nation's future and boosting national pride.
Nuclear Expansion and International Alliances Under Scrutiny
Under Kim's directive, North Korea has pursued an aggressive expansion of its nuclear capabilities and has forged closer ties with Russia by participating in the conflict against Ukraine. These actions have intensified diplomatic standoffs with the United States and South Korea, creating further regional instability.
Analysts anticipate that Kim will utilise this congress to announce new military goals, focusing on strengthening conventional forces and integrating them with nuclear assets. Additionally, he is expected to reiterate an economic campaign centred on "self-reliance" through mass mobilisation, building upon gradual post-pandemic recoveries driven by rebounding trade with China and arms exports to Russia.
Economic Challenges and Historic Context
In his opening address at the congress, Kim Jong Un described the past five years as a "proud period" in advancing North Korea's socialist agenda, while acknowledging obstacles such as international sanctions and the global health crisis. He emphasised the urgent historic tasks facing the party, including boosting economic construction, improving living standards, and transforming all aspects of state and social life.
State media has not released any comments from Kim or senior leaders directly addressing relations with Washington and Seoul following his re-election. The congress primarily serves to elect the general secretary, who acts as the party's top representative and leader. Kim has held this supreme position throughout his rule since 2011, with the title evolving from first secretary to chairman in 2016, and then to general secretary in 2021.
Military Displays and Succession Speculation
Ahead of the congress, Kim Jong Un unveiled dozens of nuclear-capable rocket launchers, describing them as "wonderful" and "attractive" weapons during a ceremonial display. He was photographed at the wheel of a nuclear-capable multiple rocket launcher vehicle, waving to crowds as thousands of North Koreans waved national flags.
Furthermore, speculation persists regarding the potential succession plan involving Kim's 13-year-old daughter, Kim Ju-ae. South Korea's intelligence agency suggests she may have been designated as the future leader, which would mark the first instance of a female ruler in the hermit kingdom's history if officially announced.
