Japan is poised to implement a compulsory digital screening system for tourists from over 70 countries, such as the United Kingdom, as part of a significant overhaul of its immigration procedures.
Introduction of Jesta System
The Japanese government has approved legislation to amend the Immigration Control and Refugee Recognition Law, paving the way for the Japan Electronic System for Travel Authorization (Jesta). This electronic travel authorisation will be mandatory for visitors from 74 nations that currently enjoy visa-free access for short stays.
Launch Timeline and Objectives
Authorities plan to launch Jesta by the conclusion of the 2028 fiscal year. The system aims to accelerate immigration processing, handle the surge in international tourists, and enhance border security at Japanese airports.
According to the Jesta website, "This pre-screening system allows Japan to identify potential immigration issues before travellers reach the country, reducing problems at airports."
Application Process and Requirements
Similar to the United States' Esta programme, tourists will need to register online prior to travel. They must provide passport details, trip purpose, accommodation information, and departure dates.
Airline personnel will check Jesta approval status during check-in, and passengers without authorisation will be denied boarding.
Impact on UK Travellers
Currently, British citizens can enter Japan without a visa for tourism or business trips lasting up to 90 days, provided their passport is valid for the duration of stay and has a blank page for stamps.
Under the new rules, they will be required to secure Jesta approval digitally before departure.
Tourism Statistics and Broader Implications
Data from the Immigration Services Agency reveals that Japan hosted 39.18 million tourists in 2025, with approximately 98 per cent on short-term stays. Notably, 80 per cent of these visitors were from visa-exempt countries, as reported by The Mainichi newspaper.
Holidaymakers from the United States, Australia, Canada, and Hong Kong will also need to apply for Jesta authorisation.
