Ethics Watchdog Launches Investigation into Minister Josh Simons Over Think Tank Allegations
The Prime Minister's ethics watchdog has initiated a formal investigation into Cabinet Office minister Josh Simons following serious allegations concerning a prominent think tank he previously directed. The inquiry centres on claims that Labour Together, a think tank Mr Simons led before entering government, commissioned a private investigation into journalists who had reported on its financial affairs.
Background of the Controversial Investigation
Labour Together stands accused of paying public relations firm Apco Worldwide £36,000 during 2023 to conduct background checks on journalists. This occurred while Mr Simons served as the think tank's director. The journalists in question had previously covered Labour Together's failure to declare more than £700,000 in donations between 2017 and 2020, for which the organisation was subsequently fined £14,250 by the Electoral Commission in September 2021.
The PR firm's investigation reportedly targeted reporters from The Sunday Times, The Guardian, and other media outlets in an apparent attempt to identify their sources. This probe allegedly produced a comprehensive 58-page document containing detailed information designed to discredit the journalists who had exposed the think tank's campaign finance violations.

Mr Simons, who represents the Makerfield constituency in the North West as a Labour MP, now faces mounting pressure regarding his ministerial position. Several voices within political circles have called for his resignation while the investigation proceeds. Chief Secretary to the Prime Minister Darren Jones confirmed in the House of Commons that the matter has been formally referred to Sir Laurie Magnus, the independent adviser on ministerial standards.
"Freedom of the press is a cornerstone of our democracy," Mr Jones emphasised during parliamentary proceedings, "and the Government is committed to upholding and protecting that fundamental freedom." He further explained that the Prime Minister had instructed the Cabinet Office to establish the facts before referring the case to the independent ethics adviser.

Prime Minister Sir Keir Starmer previously stated he "didn't know anything about this investigation" before ordering the Cabinet Office to examine the circumstances. Mr Jones revealed in Parliament that this fact-finding work has now concluded, with the findings presented to the Prime Minister, who subsequently referred the matter to the independent adviser.
"This is not a new process, but a continuation of the process the Prime Minister has started," Mr Jones clarified. "The Prime Minister will make a judgement when he has received the advice from the independent adviser. This will happen very soon, and his advice to the Prime Minister will be made public in the normal way."
