Utah Republican Party Chairman Arrested on Child Abuse Charges
A prominent Republican leader in Utah has been arrested and charged with aggravated child abuse following disturbing allegations from his teenage daughter, who claims he subjected her to a waterboarding-style punishment for failing to clean her room adequately.
Allegations of Waterboarding as Punishment
David Nephi Johnson, the 54-year-old chair of the Wasatch County Republican Party, was taken into custody on Tuesday after surrendering himself to the Herber City Police Department. The investigation began on January 21 when authorities received information that Johnson's 16-year-old daughter had been interviewed by the Utah Division of Child and Family Services.
According to a detailed police affidavit, the teenager reported that approximately two weeks earlier, her father became upset because she went out with friends before ensuring her bedroom was 'spotless to his expectations'. When she returned home, Johnson allegedly grabbed her by the back of her neck and took her into a bathroom where the sink was filling with water.
The affidavit describes a harrowing sequence of events: Johnson reportedly dunked her head underwater, brought it out, splashed water in her face, then submerged her head again. The girl told investigators she couldn't recall exactly how long she was underwater but claimed she was unable to breathe for '20 to 30 seconds' during the incident.
Pattern of Alleged Abuse Emerges
While the teenager described what happened as waterboarding, police noted there was no claim that Johnson employed the precise torture method involving cloth over the mouth. However, the investigation uncovered additional allegations suggesting a pattern of abusive behavior.
The girl reported that after the alleged attack, her immediate thought was that she was at fault for not cleaning her room properly. She also experienced breathing difficulties and felt sick afterward. More disturbingly, she told authorities that Johnson had abused her and her siblings on multiple occasions.
According to the affidavit, the teenager described an incident several years earlier involving her now 8-year-old brother. She stated that after a minor argument, Johnson became upset, grabbed her brother by the neck, took him into the bathroom, and forced his head underwater. The affidavit alleges Johnson removed the boy from the water, splashed water on his face and nose, knocked him down, and repeated the act multiple times. The younger sibling reportedly ran upstairs to his bedroom crying afterward.
Family Dynamics and Safety Concerns
The teenager also recalled another incident where Johnson allegedly 'backhanded her on the torso because she wasn't compliant to do something' and then mocked her for crying. She expressed profound safety concerns to investigators, stating: 'I don't feel very safe. When I go to bed, I feel like I can't sleep because I don't feel safe. When my dad's not home, I feel fine. But when he's home, I never feel safe because I feel like something is going to happen.'
The arresting officer wrote in her report that she believes Johnson has been abusing his children 'throughout' their lives and that 'they have been too fearful to report it'. The officer justified the arrest as necessary to 'guarantee the safety of the children as well as any potential coaching of witnesses'.
Community Reaction and Legal Proceedings
Patty Sprunt, vice chair of the Wasatch County GOP, told KSL News Radio that she had only ever observed a healthy relationship between Johnson and his family. She urged people not to jump to conclusions about the situation. Meanwhile, the brother-in-law of the girl's oldest sibling told police that 'the family is very close and tends to keep personal matters private'.
Court records indicate the teenager has been temporarily allowed to live with an adult sibling. Johnson is currently being held at Wasatch County Jail without bail, and it remains unclear whether he has obtained legal representation based on available court documents.
The case continues to develop as authorities investigate the serious allegations against the local political figure, whose arrest has sent shockwaves through the Utah Republican community.
