The Driver and Vehicle Standards Agency has confirmed a significant rule change that will affect thousands of learner drivers across the country. From March 31, 2026, candidates will be restricted to making just two alterations to their initial driving test reservation once it has been booked.
Combatting Exploitation and Bulk-Booking
These new regulations have been specifically designed to tackle growing problems with automated systems that bulk-book fresh appointments for illegal resale at inflated prices. The DVSA stated this week that the change forms part of their consultation outcome to improve the booking system and protect learners from exploitation.
The agency confirmed: "From March 31, 2026, you will only be allowed to make 2 changes to your car driving test appointment after you've booked it. This change is part of the outcome of our consultation to improve the way driving tests are booked and help stop learners being exploited."
What Counts as a Change?
Starting at the end of March, any modification will count toward the two-change limit. This includes:
- Altering the date or time of your test
- Switching to a different test centre
- Exchanging your slot with another learner driver who has already secured a booking
Each of these actions will be considered one modification under the new system.
Expert Warning for Learner Drivers
Matt Crole-Rees, motoring specialist at Confused.com, has urged learners to pay close attention to these upcoming changes. He warned that the new restrictions could create additional challenges for those in areas with historically low pass rates.
"New rules are coming in from March 31 that limit how often learner drivers can change their test and where they can move it to," Crole-Rees explained. "This is another big shift for learners trying to get on the roads. Allowing only two changes and learners only being able to move their original test booking within the local area could make things even harder for learners who live in areas with historically low pass rates."
The Pass Rate Challenge
Research reveals that since 2021, approximately six million driving tests have been taken across the UK, with only about half resulting in a pass. More concerning is the substantial variation between test centres, where pass rates range from around 33% to as high as 80%.
For learners in lower-performing areas, having less flexibility to move their test after waiting so long could mean more retakes, extended waiting periods, and higher overall costs.

With these changes approaching, experts emphasise that careful planning has never been more important for learner drivers. The reduced flexibility means candidates need to make more informed decisions from the outset.
Crole-Rees advised: "With these changes in mind, it's more important than ever for learners to think before they book their test. Plan carefully, only take the test when really prepared and understand how local test centres perform before booking in.
