South Korean authorities have raised the terror alert level in central Seoul in preparation for a highly anticipated BTS comeback concert that is projected to attract more than 260,000 fans. The government announced on Wednesday that the alert status in Seoul's Jongno and Jung districts has been escalated from the lowest "attention" level to "caution," which represents the second tier in the nation's four-level security system.

Government Implements Preemptive Security Measures

The elevated terror threat level will remain in effect from Thursday through Saturday midnight, according to official statements. Prime Minister Kim Min Seok's office explained the decision, stating, "Given the uncertainties driven by international affairs, the government concluded that it is hard to rule out the possibility of a potential terror threat to an event like the BTS concert where a large crowd would flock. We will take preemptive moves to ensure people's safety as our priority."

President Lee Jae Myung expressed his hopes for the event while emphasizing security preparations. "I hope that BTS's performance proves once again the great cultural power created by Korea and will be a special moment remembered for a long time by people all over the world," he wrote on social media platform X. The president confirmed that authorities have implemented numerous safety measures through collaboration with relevant agencies, including comprehensive plans for traffic management, crowd control, and emergency response protocols.

Historic Venue and Expanded Capacity

The outdoor concert is scheduled for March 21st at Seoul's historic Gwanghwamun Square, following the release of the group's new album Arirang on March 20th. Unlike typical K-pop venues, Gwanghwamun Square is an open civic plaza located in front of Gyeongbokgung Palace, serving as one of South Korea's most iconic public spaces for national ceremonies and civic events.

Originally planned for 15,000 ticketed attendees, overwhelming demand for BTS's first concert in four years prompted organizers to expand capacity. According to BigHit Music, the HYBE subsidiary managing the group, the venue can now accommodate approximately 22,000 fans within the central enclosure. Large screens will be installed in surrounding areas to accommodate additional spectators without tickets, with police estimating total crowds could reach 260,000 people.

Enhanced Safety Protocols Following Past Tragedy

The massive gathering comes four years after the devastating Halloween crowd crush in Seoul's Itaewon district that claimed 159 lives. Police have adopted a "safety-first" approach for the BTS event, deploying 6,000 personnel across central Seoul to manage crowds, with particular focus on choke points around Gwanghwamun Square and nearby subway stations.

Last week, the Seoul Metropolitan Police Agency warned they would deal strictly with potential disruptions, stating they would "pursue and apprehend" suspects if "police resources are wasted or the event is disrupted due to public threats, such as bomb threats."

BTS Returns After Military Service Hiatus

The seven-member boyband—composed of RM, Jin, Suga, J-Hope, Jimin, V, and Jung Kook—has been on hiatus since 2022 while members completed mandatory military service. Their comeback includes not only the Seoul concert but also an 82-show world tour spanning 34 cities across 23 countries between April 2026 and March 2027.

In addition to the concert, BigHit Music is organizing BTS The City: Arirang Seoul, a citywide program running from Thursday that will feature themed installations, pop-up events, and branded spaces throughout the capital. The concert will be livestreamed globally on Netflix, allowing fans worldwide to participate in this cultural milestone.
