In 2022, Dr Wolverson was found guilty of or admitted to seventeen separate charges of misconduct relating to incidents that occurred between January and May 2018 while he worked as a locum at urgent care centres in Derby and Stoke. The most prominent case involved a consultation at Royal Stoke University Hospital on May 13, 2018, where he asked a patient, referred to as Mrs Q, to remove her niqab three times.

Dr Wolverson claimed he needed to see her mouth movements to understand her description of her daughter's symptoms, stating she 'spoke poor English' and he was 'struggling to understand her'. The patient initially refused for religious reasons but eventually complied. Her husband later complained, and Mrs Q told the tribunal she felt 'victimised and racially discriminated' against.

The tribunal deemed Dr Wolverson's explanation about communication difficulties to be dishonest. It was also noted that he refused to speak with Mrs Q's husband during the consultation, later claiming he found his manner 'aggressive and intimidating'. Dr Wolverson's legal representative admitted the doctor had been 'insensitive' in his approach.

Pattern of Inappropriate Documentation

Further investigation revealed Dr Wolverson had written critical comments in the medical notes of fifteen patients between January and April 2018 regarding their English language skills or those of their relatives. He described their language abilities as 'unacceptable' and 'not good enough' in official records, demonstrating a pattern of unprofessional conduct.

Suspension and Subsequent Violations

Following these findings, Dr Wolverson received a nine-month suspension in October 2022. However, during this period, he continued to undertake locum work despite explicit advice from the misconduct panel prohibiting such activity. This violation only came to light in 2024 when it was discovered he had worked shifts while suspended.

Dr Wolverson had argued during a 2023 review hearing that maintaining his suspension would be wrong given 'grave shortages within the NHS currently'. He claimed to have reflected on the incidents, undertaken training in medical ethics, honesty and probity, and expressed deep regret for his comments in patient notes. He also stated he had not asked any other patients to remove veils since the original incident.

Tribunal's Final Decision

The Medical Practitioners Tribunal Service, chaired by Emma Gilberthorpe, found Dr Wolverson had disengaged entirely from the regulatory process and shown a 'flagrant disregard for the regulatory process'. The tribunal noted his failure to attend hearings and his continued lack of insight into his misconduct.

Ms Gilberthorpe stated: 'The Tribunal noted that Dr Wolverson has not worked since 2022. This was a real concern with regards to deskilling. There was no evidence to demonstrate that he has kept his knowledge and skills up to date.'

She further explained: 'Although the original allegation did not in itself establish current risk to patient safety, his continued lack of practice and disengagement meant that risk had now developed and increased over time.'

The tribunal concluded that Dr Wolverson's fitness to practise remained impaired by his misconduct. They determined there was a risk of repetition and that his actions had undermined public confidence in the medical profession. The panel decided that any sanction less than removal from the register would fail to address the ongoing risk to public protection or adequately reflect the seriousness of his misconduct.
