The United Kingdom has issued a stern and unequivocal warning to Russian President Vladimir Putin following the exposure of a covert Russian military mission targeting vital undersea infrastructure in the North Atlantic. British military forces, in coordination with allies, successfully tracked a Russian attack submarine and two spy submarines operating near UK waters for an entire month before the vessels withdrew.
Ambassador Delivers Direct Message to Moscow
Ambassador Neil Holland, serving as Head of the UK Delegation to the Organisation for Security and Co-operation in Europe (OSCE) in Vienna, delivered a powerful statement on behalf of the United Kingdom, Norway, and the Netherlands. Speaking on Thursday, he directly addressed the recent activities, cautioning Putin with the clear message: "you cannot operate in secret."
Details of the Covert Operation
The month-long operation involved a Russian Akula-class attack submarine and two specialized spy submarines. Intelligence confirms that two of these vessels belonged to Russia's Main Directorate of Deep Sea Research, known as GUGI. This long-established military programme is designed to develop capabilities for deployment from specialist surface vessels and submarines.
During peacetime, GUGI vessels are utilised to survey underwater infrastructure, with the explicit intention of being prepared to damage or destroy such infrastructure should conflict arise. Ambassador Holland revealed that these submarines were instructed by Russia to "conduct hybrid warfare activities against the UK and its Allies, specifically around Critical Undersea Infrastructure."
Critical Infrastructure at Risk
Critical Undersea Infrastructure refers to the vast hidden network of seafloor cables that are essential for global communications, data sharing, and financial transactions. Holland emphasised that these vessels are "designed to survey underwater infrastructure during peacetime, and be prepared to sabotage it in conflict."
In response to this threat, the United Kingdom deployed Armed Forces to actively track and deter any malign activity by these Russian vessels. This proactive military response underscores the seriousness with which the UK views these incursions.
Official Warnings and Consequences
Ambassador Holland concluded his statement with a firm warning to Russia, stating: "Our message to Russia is this: you cannot operate in secret. We are ready to meet the increased threat in the North Atlantic. The UK and our Allies are ready to respond to any threat to our Critical Undersea Infrastructure. And any attempt to damage our Critical Undersea Infrastructure would have serious consequences."
This warning was echoed by Defence Secretary John Healey, who earlier addressed the update on Russia's activity in the Atlantic delivered on April 9. Healey stated: "As we act to defend our interests and Allies in the Middle East, we are tackling increasing threats to NATO in the High North, maintaining strong support for Ukraine and protecting our UK homeland."
Directly addressing Putin, Healey added: "To Putin, I say this: we see you, we see your activity over our underwater infrastructure. You should know that any attempt to damage it will not be tolerated and would have serious consequences."
The coordinated statements from both diplomatic and defence officials highlight a unified and resolute stance against Russian subterfuge, reinforcing the UK's commitment to protecting its national security and that of its allies in the face of escalating hybrid threats.
