Police Scotland has confirmed the launch of a formal investigation into a former Scottish National Party candidate for Holyrood regarding alleged sexual offences. The probe centres on incidents reported to have occurred in the Edinburgh and Cupar areas of Fife.

Stefan Hoggan, who currently serves as an independent councillor in Fife, resigned from his position as an SNP candidate and relinquished his party membership earlier this month. This decisive action came immediately after a formal complaint was lodged against him concerning alleged misconduct.

The SNP subsequently suspended its internal party investigation into the matter following Mr Hoggan's resignation. A spokesperson for the party clarified their position, stating that while they would typically handle safeguarding complaints internally, any allegations of criminal behaviour are appropriately referred to police authorities.

Strong Denial from Former Para-Athlete

Mr Hoggan, a former para-athlete, has issued a forceful rebuttal of the allegations through social media channels. In a statement posted on Tuesday, he declared: "I completely refute the allegations in the media today. They are part of a vile and disgusting vendetta against me and I am fully co-operating with the police. I will make a full statement in due course."

Police Investigation Details

A Police Scotland spokesman provided specific details about the ongoing investigation, confirming: "Officers are investigating a report of sexual offences committed in the Cupar and Edinburgh areas which was received in March 2026. Inquiries are at an early stage and remain ongoing."

The police received the formal complaint earlier this month, prompting the launch of their investigation into the serious allegations.

SNP's Response and Support Offered

The Scottish National Party has outlined their response to the situation, with a spokesperson explaining: "Mr Hoggan resigned as a candidate and an SNP member once a complaint about him was received. The SNP advised the complainant that whilst the party would progress a complaint about safeguarding, any alleged criminal behaviour would be rightly a matter for the police."

The party further confirmed that they provided guidance and support to the complainant regarding how to properly escalate the matter to police authorities, ensuring the individual understood the appropriate channels for reporting such serious allegations.

The investigation continues as Police Scotland conducts their inquiries into the allegations against the former Holyrood candidate, while Mr Hoggan maintains his complete innocence and cooperation with authorities.
