Van driver Lee East, 51, says he was left embarrassed and felt 'ridiculed' after a council contractor fined him £200 for urinating in a lay-by on the A12 in April. East, who has an enlarged prostate and bladder issues, was caught short while driving.

Encounter with Council Contractor

Video footage shows East leaning against his van to urinate discreetly when a contractor, introducing herself as Anna from Waste Investigations Support and Enforcement, approached him. She stated the camera was recording and warned he could face a £2,500 fine in court. East explained his prostate problem, to which Anna replied, 'It seems to be quite common with men, prostate problems,' before issuing a £200 fine for littering. She further questioned his medication and dosage.

Aftermath and Appeal

Following the incident, East installed a portable toilet in his van to avoid similar situations. He appealed the fine, and it was rescinded. However, Colchester City Council's waste contractor stated it would not rescind a second offence. East told SWNS: 'It just made me feel disgusting, very very angry. To feel like you’re being ridiculed, it’s absolutely disgusting.'

Council's Response

A Colchester City Council spokesperson said the council takes public hygiene and environmental protection seriously. They stated: 'The council does not target specific groups but responds to complaints and known hotspots. Enforcement action is taken against anyone committing an offence.' They added that council officers are salaried and do not receive commission for issuing fines.
