Parents' Repeated Warnings Dismissed Before Paedophile's Arrest

Families who attempted to raise serious concerns about one of Britain's most prolific paedophiles were systematically ignored for two years, it has been revealed. Vincent Chan, a 45-year-old British national, received an 18-year prison sentence yesterday for sexually abusing young girls in his care at a north London nursery.

'Every Parent's Worst Nightmare' Operated Undetected

Described in court as 'every parent's worst nightmare', Chan continued his depraved activities until a colleague finally reported him for making humiliating videos of sleeping children. The nursery worker had been using iPads provided to staff for parental updates to secretly record his abusive actions for personal gratification.

Chan pleaded guilty to 56 separate charges spanning two decades of offending, including:

Families have expressed fury that Chan was able to prey on children for so long, particularly after they raised multiple concerns with management at the Bright Horizons daycare centre in Finchley. One mother told the BBC that when she reported her son's sudden behavioural changes - including inexplicable rage and reluctance to attend nursery - she was dismissed as a 'hysterical mum' exaggerating the situation.

'We were told that he's a very good teacher and we were dismissed just like that,' she revealed. Her child had specifically stated he didn't want to go to nursery because 'Vincent is angry'.

Several parents came forward independently with concerns about Chan's aggressive behaviour and unexplained injuries on their children, unaware they were reporting a man who had become 'part of family life' to some while secretly abusing those in his care.

Whistleblower Finally Triggers Investigation

Chan's offending continued until the day before his suspension in 2024, when a whistleblower reported he had been filming distressed children and superimposing inappropriate audio and imagery over the videos. This prompted a police investigation that uncovered a staggering cache of 25,000 abusive images stored across more than 50 devices.

The collection included sexually explicit files of women and girls superimposed with pictures of Chan himself, along with approximately 2,000 images of one teenage girl with whom he was reportedly obsessed.

Legal Action and Institutional Failures

Approximately 50 families are now pursuing legal action against the international nursery chain for breach of contract and neglect. Alison Millar, head of abuse claims at law firm Leigh Day representing the families, stated: 'There were red flags and they [parents] weren't taken seriously - they were 'managed' rather than listened to and acted on.'

She revealed that concerns had been raised at least two years before Chan's investigation began, with parents being told by colleagues that he 'just has a loud voice' and that children's fears were dismissed.

Judge John Dodd KC, sentencing Chan at Wood Green Crown Court, described the offending as 'perverse and depraved' and noted it escalated when Chan moved from his previous position as an IT specialist at St Mary's Church of England School to the nursery in 2017.

Experienced police officers have described the case as among 'the most significant and disturbing' investigations in recent history. A serious case review is now underway to determine how Chan, a masters graduate who passed stringent security checks, was able to operate undetected for so long while performing duties that included:

Families have welcomed the sentence but called for Camden Council to prosecute Bright Horizons for health and safety breaches, stating: 'Every family deserves the truth and every child who suffered must see justice done. Chan was able to operate for years in a workplace where safeguarding failures were missed, minimised or ignored.'

Chan has been barred from working with children for life and will be subject to an indefinite sexual harm prevention order following his release.
