In a dramatic development in Fiji's political landscape, former Prime Minister Frank Bainimarama has been arrested alongside the country's former police commissioner, Sitiveni Qiliho. The arrests stem from serious accusations that both men incited mutiny by encouraging senior officers of the Fiji Military Forces to rebel against the current military commander, Jone Kalouniwai, in mid-2023.

Details of the Alleged Incitement

Prosecutors allege that Bainimarama and Qiliho engaged in discussions with senior military officers during a meeting, colloquially referred to as a 'grog session', held at Bainimarama's residence in the capital city of Suva in July 2023. It is reported that the group was consuming kava, a traditional depressant often used as an alternative to alcohol, during this gathering.

Furthermore, Bainimarama faces an additional charge related to alleged text messages sent through the Viber messaging app. Prosecutors claim he sent messages to Brigadier-General Manoa Gadai, encouraging Gadai to take over military leadership during the time of the military's first parade in 2023.

Arrest and Legal Proceedings

Both Bainimarama and Qiliho were taken into custody on Monday after being questioned at the criminal investigations headquarters in Suva. They remained silent as they left the building, refusing to respond to questions from journalists. The two were held in custody ahead of their court appearance on Thursday.

In a significant turn, Bainimarama and Qiliho were granted conditional bail by the Suva Magistrates Court on Thursday. As part of their bail conditions, neither is permitted to leave the country until the legal matter is fully resolved. The case has been adjourned and is scheduled to resume on March 5 for further proceedings.

Frank Bainimarama has long been a divisive and polarising figure in Fijian politics. He first seized power of the country in late 2006 through a military coup while serving as the leader of the Republic of Fiji Military Forces. Bainimarama retained leadership over Fiji, in what foreign critics often described as a military dictatorship, until 2014 when he was democratically elected as prime minister.

After losing his top position in 2022, Bainimarama has continued to face intense criticism and legal challenges. This includes allegations of corruption, which resulted in him being jailed for a year in 2024. He was released early after serving six months behind bars. Bainimarama has also faced scrutiny for his ties to the South Korean cult Grace Road, which has been accused of 'taking over' Fiji in recent years.
