A former deputy head of department at a secondary academy has been banned from teaching indefinitely after being caught walking naked by the River Tyne in Hebburn, with stunned pubgoers reporting the incident to police.

Naked Stroll Leads to Public Order Caution

Andrew Peacock, who worked as a maths teacher and later deputy head of department at Hetton Academy from April 2013 until his resignation in May 2024, was spotted completely naked in a residential area near the river on November 11, 2023. Witnesses described seeing a male emerging from gates by the water's edge and walking toward them before realizing he was fully unclothed.

When police stopped Peacock in his car shortly after the incident, they found him with a grey hoody covering his lap but his bare legs visible. During interview, he confirmed he had been naked in public and described himself as a naturist who enjoyed taking naked walks for therapeutic purposes.

Teaching Regulation Agency Hearing

The Teaching Regulation Agency (TRA) held a hearing in February where four allegations against Peacock were found proven. The panel determined his conduct amounted to serious misconduct that fell significantly short of professional standards and could bring the teaching profession into disrepute.

In addition to the naked walk incident, the panel found Peacock failed to inform Hetton Academy of his arrest and that his conduct lacked integrity. The report stated: "The findings of misconduct are serious, and the conduct displayed would be likely to have a negative impact on the individual's status as a teacher."

Naturist Explanation and Context

Peacock told investigators he had been delivering food as part of a second job as a delivery driver when he decided to take a walk by the river. In a statement, he explained: "I figured that there might be a place by the river where I could walk naked away from the public gaze."

He claimed to have been outside naked for less than a minute before hearing voices and quickly returning to his vehicle. Peacock stated he typically practised naturism in rural, controlled environments and had chosen this location because it was late, dark, and he believed it to be "very quiet" with sufficient lighting for safety.

When questioned by police, Peacock denied obtaining any sexual gratification from being seen naked and said he did not intend to cause alarm or distress, though he acknowledged some people might feel that way. He accepted a police caution for a public order offence of causing harassment, alarm or distress.

Professional Consequences

The TRA panel has prohibited Peacock from teaching indefinitely in any school, sixth form college, relevant youth accommodation, or children's home in England. While he may apply to have the prohibition order set aside, he cannot do so until February 16, 2028 - more than four years from the hearing date.

The panel concluded: "The panel considered that Mr Peacock's conduct could potentially damage the public's perception of a teacher." This case highlights the professional standards expected of educators and the serious consequences when those standards are breached, even in personal time and despite claims of therapeutic naturist practices.
