The organisation recommends draping a damp flannel in front of your fan to create budget air-con. The fan blows through the damp cloth, cooling the air as it goes.
All you need is a cheap £1 flannel from Poundland in addition to your normal fan. Good Housekeeping says it is crucial to make sure nothing drips on to any cables. To ensure this, the flannel should not be dripping wet, only just damp instead.
