A former United States Army Major General, who played a pivotal role in coordinating and training Ukrainian military forces, has come under intense scrutiny following a damning Pentagon investigation. The report details how highly classified maps were left unattended on a train in Europe and how the general sustained a serious concussion after falling due to an excessive consumption of alcohol.

Classified Documents Abandoned During Return Journey

According to the fifty-six-page report published by the Pentagon's Inspector General, former Major General Antonio Aguto was unable to locate the sensitive documents for more than twenty-four hours after delegating their control to his staff members. The incident occurred on April 4, 2024, when the classified maps were inadvertently left on a train as the travellers returned to Poland.

The investigation found insufficient evidence to determine precisely who was responsible for the maps once the group boarded the train for the return trip, the report stated. It emphasised that only authorised diplomatic couriers are permitted to hand-carry classified material across international borders, a protocol the assigned staff had not followed. Fortunately, the United States Embassy in Ukraine managed to recover the unattended documents from the train when it returned to Ukraine one day later.

Alcohol-Related Incident Leads to Concussion

The Inspector General's report also examined allegations that Aguto was intoxicated during official meetings and fostered a toxic work environment at the Germany-based Security Assistance Group-Ukraine headquarters. While the claims of a hostile workplace were not substantiated, the investigation uncovered a separate alcohol-related incident.

On May 13, 2024, Aguto attended a lengthy six-hour dinner where he consumed alcohol from two bottles of liquor and participated in multiple toasts. The report concluded by a preponderance of the evidence that his intoxication caused an initial fall in his hotel room, resulting in a concussion. He subsequently suffered additional falls that same evening and the following morning.

Medical examinations on May 14 and 16 confirmed Aguto had sustained a moderate-to-severe concussion. Although he displayed the smell of alcohol on his breath the day after the dinner, the investigation did not establish that he was intoxicated while performing his official duties. The allegations of him being drunk in meetings were therefore not proven.

Leadership Role and Retirement

Antonio Aguto, a two-star general, led the Security Assistance Group-Ukraine from its establishment in November 2022 until his retirement in August 2024. The unit, consisting of approximately three hundred personnel, was tasked with ensuring long-term American support for Ukraine. The report noted that Aguto, now retired, ultimately took responsibility for the incident involving the lost classified maps.

This case highlights significant lapses in the handling of sensitive military materials and raises questions about conduct protocols for high-ranking officials in critical international postings. The Pentagon's findings underscore the severe consequences of procedural negligence and personal misconduct in environments demanding the utmost security and professionalism.
