Spain has conferred one of its highest civilian distinctions upon Francesca Albanese, the United Nations Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967. The Spanish government awarded her the Order of Civil Merit, recognising her contributions to international law and human rights advocacy.

The Order of Civil Merit is typically granted to individuals who have rendered notable services to Spain or who have distinguished themselves in the field of civil affairs. Albanese, an Italian legal expert, has been a vocal critic of Israel's policies in the occupied West Bank and Gaza Strip. Her appointment as UN Special Rapporteur in 2022 drew criticism from Israel and some Western nations, who accused her of bias. However, Spain's decision to honour her underscores a shift in its foreign policy under Prime Minister Pedro Sánchez, who has taken a more critical stance toward Israel's actions in the occupied territories.
Spain's Evolving Foreign Policy
In recent years, Spain has increasingly aligned itself with pro-Palestinian positions within the European Union. In 2024, Sánchez’s government formally recognised the State of Palestine, a move that strained relations with Israel. The award to Albanese is seen as further evidence of this policy direction.
