Congo Football Federation President Convicted in Absentia for Embezzling FIFA Funds
Authorities in Congo-Brazzaville have formally requested an international arrest warrant from Interpol for Jean-Guy Blaise Mayolas, the president of the nation's football federation, Fecofoot. This action follows his conviction for embezzling $1.1 million in funds provided by FIFA, the global governing body of football.
Life Sentences Issued for Mayolas and Family
Mayolas, along with his wife and son, was sentenced to life imprisonment this month after being tried in absentia. The charges stem from the misappropriation of FIFA's Covid-19 relief plan funds distributed in February 2021. Investigators suspect the family may have fled to Cameroon or the Democratic Republic of the Congo weeks prior to the court hearing.
In addition to Mayolas, Fecofoot's general secretary, Badji Mombo Wantete, and treasurer, Raoul Kanda, were convicted on 10 March. They received five-year prison sentences for their roles in the corruption scheme.
Wide-Ranging Corruption Charges and FIFA's Response
The court in Brazzaville found Mayolas and his family guilty of multiple offences, including money laundering, forgery, use of forged documents, and embezzlement. FIFA has since opened disciplinary proceedings against Mayolas, Wantete, and Kanda for alleged financial misconduct, with charges under consideration such as conflict of interest and improper acceptance of gifts.
It is alleged that since his election as Fecofoot president in 2018, Mayolas used a network of shell companies to siphon off FIFA funding. Notably, only $20,000 of the $500,000 sent by FIFA for Covid-19 relief, intended partly for the Congo women's team, was reportedly paid out, according to declarations from women's club presidents.
Denials and Previous Sanctions
Before his disappearance, Mayolas denied all allegations, labeling them a conspiracy. Wantete also rejected the accusations. Both individuals had previously received six-month bans from FIFA in 2015 for ethics violations related to gifts and benefits.
Impact on Congolese Football
The scandal has had significant repercussions for Congolese football. Last year, Mayolas was suspended by the country's sports ministry amid fraud investigations. FIFA intervened, banning Congo from international football due to "third-party interference," resulting in forfeited World Cup qualifiers against Tanzania and Zambia in March.
Congo was reinstated after Fecofoot regained control of its headquarters, but Mayolas and Wantete were prevented from attending FIFA's congress in Paraguay and were arrested shortly thereafter. Authorities are now collaborating with financial intelligence units, including France's Tracfin, to freeze assets linked to the case.
