Child advocacy organizations and experts have issued a stern condemnation of YouTube, accusing the platform of exposing its most vulnerable audience—children—to a flood of low-quality artificial intelligence-generated videos. In a strongly worded letter addressed to YouTube CEO Neal Mohan and Google CEO Sundar Pichai, the children's advocacy group Fairplay expressed "serious concern" regarding the proliferation of AI-generated content on both YouTube and its dedicated children's app, YouTube Kids.

Widespread Concerns Over Developmental Harm

The letter, dispatched on Wednesday morning and endorsed by more than 200 organizations and individual experts—including child psychiatrists, educators, and prominent groups like the American Federation of Teachers and the American Counseling Association—outlines significant risks. It argues that this so-called 'AI slop' detrimentally impacts children's development by distorting their perception of reality, overwhelming their cognitive learning processes, and commandeering their attention spans.

"This 'AI slop' harms children's development by distorting their sense of reality, overwhelming their learning processes and hijacking their attention, thereby extending time online and displacing offline activities necessary for their healthy development," the letter states. "These harms are particularly acute for young children."

Specific Demands for Platform Reform

The coalition has put forth a series of concrete demands aimed at mitigating these risks. They are calling on YouTube to implement clear, mandatory labeling for all AI-generated content across its platforms. Furthermore, they propose an outright ban on any AI-generated material within the YouTube Kids application. Additional recommendations include prohibiting the recommendation of such content to users under the age of 18 and providing parents with a robust option to completely filter out AI-generated videos, even if their child actively searches for them.

This initiative is part of a broader campaign by Fairplay, which also encompasses a public petition. The movement gains context from a recent landmark verdict in a social media addiction trial, where a California jury found YouTube liable for designing its platform to addict young users without regard for their wellbeing—a charge also levied against Meta in the same case.

YouTube's Response and Current Policies

In response to the criticism, YouTube spokesperson Boot Bullwinkle issued a statement defending the platform's safeguards. "We have high standards for the content in YouTube Kids, including limiting AI-generated content in the app to a small set of high-quality channels," Bullwinkle said. "We also provide parents the option to block channels. Across YouTube, we prioritize transparency when it comes to AI content, labeling content from our own AI tools, and requiring creators to disclose realistic AI content."

YouTube's existing policy mandates that creators disclose the use of altered or synthetic media, including generative AI, when the content appears realistic. However, disclosure is not required for clearly unrealistic AI creations, such as animated videos or those with special effects. The company has acknowledged it is actively developing specific labels for content on YouTube Kids.

Criticism of Policy Loopholes and Algorithmic Amplification

Fairplay contends that the current voluntary disclosure framework and what it describes as an "extremely limited" definition of synthetic media are insufficient. The group argues that these loopholes allow a deluge of unlabeled AI-generated videos to reach young audiences. Compounding the issue, many children watching these videos lack the literacy skills to comprehend AI disclosures, leaving them unprotected.

"Pushing AI slop onto young children is just another testament to how YouTube and YouTube Kids are designed to maximize children's time online—including babies," said Rachel Franz, director of Fairplay's Young Children Thrive Offline program. "AI slop hypnotizes young children, making it hard for them to get off their screens and move onto essential activities like play, sleep and social interaction. What's more, YouTube's algorithm makes it impossible for kids to avoid AI slop."

Broader Context and Industry Priorities

The campaign emerges against a backdrop of increasing online backlash against low-quality, meaningless AI-generated content, often termed "brainrot." Notably, it follows Google's AI Futures Fund investing $1 million in Animaj, an AI animation studio producing highly viewed children's content. Earlier this year, YouTube CEO Neal Mohan identified "managing AI slop" as a key priority for 2026, pledging in a January blog post to build on existing systems to combat spam, clickbait, and the spread of low-quality, repetitive content.

As the debate intensifies, advocacy groups emphasize that the core issue extends beyond content quality to the fundamental design of digital platforms and their impact on the healthy development of the youngest users.
