Keith and Caroline Munro, owners of Kings Road Yard in Pontcanna, Cardiff, have been ordered to pay a total of £7,800 after repeatedly breaching noise abatement notices. Cardiff Council brought the prosecution through Shared Regulatory Services (SRS), a cross-council service covering Bridgend, Cardiff, and Vale of Glamorgan.
Noise Complaints and Legal Action
Notices were issued following complaints from nearby residents about excessive noise, including amplified music and customers congregating. Evidence presented at Cardiff Magistrates' Court showed the offences had a significant adverse impact on residents' quality of life. Both defendants pleaded guilty.
Financial Penalties
The court imposed a £1,000 fine (£200 per offence, reduced due to guilty pleas), £2,500 prosecution costs, and a £400 victim surcharge on each defendant, totalling £3,900 per person and £7,800 overall.

Cardiff Council's cabinet member for waste, street scene and environmental services, Cllr Ed Stubbs, said: “Noise disturbance can have a serious and lasting impact on people’s health and wellbeing. In this case, there was clear evidence that residents’ quality of life was significantly affected over a period of time. We always aim to work constructively with businesses and individuals to resolve issues at an early stage, offering advice and support to help them meet their responsibilities. However, where legal notices are repeatedly ignored, we will not hesitate to take enforcement action.”
