It argues that this shift prioritises transactional deals over principled cooperation, leading to instability.

"Sweeping destruction – rather than careful reforms and policy corrections – is the order of the day," the document states. It identifies the US as a primary force in this trend, noting that more than 80 years after its inception, the post-1945 international order led by America is now under threat.
