She highlighted that the way audiences watch TV has fundamentally transformed, with millions opting for on-demand platforms, often instead of traditional live TV.

Recent data underscores this shift in consumer behavior. According to government figures, 85% of people in the UK use an on-demand service each month, compared to only 67% who watch live TV. Additionally, two-thirds of UK households subscribe to at least one of the three largest streaming services: Netflix, Prime Video, or Disney+. This widespread adoption has prompted regulatory adjustments to keep pace with technological advancements.

Previously, streaming services operated under a lighter regulatory framework. For instance, Netflix, with its European headquarters in Amsterdam, was subject to Dutch laws rather than UK broadcasting codes.
