The couple is reportedly in the final stages of purchasing a 58-acre plot of land on the outskirts of the tranquil Oxfordshire village of Wigginton. The key to their ambitious project lies in a special planning consent granted under National Planning Policy Framework (NPPF) Paragraph 80. This clause permits the construction of "exceptionally designed" or "architecturally significant" homes in open countryside where standard planning applications would typically be refused.
Often referred to as the 'rich person clause' due to the significant investment required to meet its high architectural bar, Paragraph 80 overrides normal local restrictions. Cherwell District Council originally granted this permission in May 2021 to the land's previous owner, who later sold the plot with the valuable consent attached. The granted plans, drawn up by Seymour-Smith Architects, detail a "spectacular rural estate" centred around a "large contemporary dwelling". The proposed mansion is designed to contain seven bedrooms, seven reception rooms, and seven bathrooms.
The architects described the vision as a flexible, multi-generational home intended to allow "three households of one family to live independently but together". They stated the setting, a declining ash plantation with a lake at its centre, was "rather magical, and full of exciting potential". The firm noted this project marked its fifth successful application under Paragraph 80 rules, maintaining its 100% success rate.

Some residents expressed concerns about potential disruptions.
