Passenger Survey Reveals Top River Cruise Lines for Luxury and Value
Best River Cruise Lines According to Passenger Survey

A river cruise offers a uniquely relaxed and immersive holiday experience, allowing travellers to glide along scenic waterways while exploring historic cities, vineyards, and cultural landmarks. With routes spanning iconic rivers such as the Danube, Seine, and Nile, passengers are presented with a wealth of options from both luxury and more affordable cruise operators. However, selecting the ideal river cruise line to match your budget and interests can be a daunting task amidst the extensive choices available.

Survey Methodology and Key Findings

To assist travellers in making informed decisions, the consumer watchdog Which? has released its latest comprehensive cruise passenger survey. Conducted in October and November 2025, the survey gathered insights from a panel of over 1,400 cruise passengers and members of the general public, focusing on their holiday experiences within the past two years. Cruise lines were rigorously evaluated across multiple criteria, including customer service, passenger-to-space ratio, food quality, cabin standards, itinerary design, and overall value for money. Each brand received an overall customer score based on satisfaction levels and the likelihood of passengers recommending it to others.

Top-Rated Luxury River Cruise Line

According to the survey results, Avalon Waterways emerged as the highest-rated river cruise line, achieving an impressive customer score of 86 per cent. Positioned as a premium option with an indicative price of £651 per person per night, this Swiss brand operates on rivers in renowned regions such as Bordeaux, Provence, and the Peruvian Amazon. It earned top marks for exceptional customer service, cabin quality, cleanliness, and food and drink offerings. The report specifically praised Avalon Waterways for its "high-end cabins and super attentive service," noting luxurious features like Egyptian cotton sheets, marble bathrooms, and floor-to-ceiling panoramic windows that transform into private balconies, enhancing the scenic journey.

Best Budget-Friendly River Cruise Option

For travellers seeking value without compromising on quality, CroisiEurope was identified as the most affordable river cruise line, with an indicative price of £531 per person per night. Despite its lower cost, it maintained a strong customer score of 77 per cent. This family-owned independent brand primarily sails on Europe's major rivers, including the Rhine, Seine, and Danube, but has recently expanded to more exotic destinations like the Ganges and Mekong. The report highlighted CroisiEurope's appealing French cuisine, complimentary cocktails, and welcoming family atmosphere onboard. It emphasised that passengers "won't feel like you've scrimped with this budget-friendly river cruise – particularly when it comes to a tipple," making it an excellent choice for cost-conscious explorers.

Which? Recommended Providers for Premium Experiences

In addition to the overall rankings, Which? awards its prestigious Which? Recommended Provider (WRP) rating to cruise lines that achieve the highest scores and demonstrate transparency regarding additional costs, such as gratuities, excursions, and drinks, during the booking process. Two river cruise lines received this accolade: Uniworld and Scenic.

Uniworld: Boutique Luxury on the Water

Uniworld, with a customer score of 84 per cent, was commended for its "boutique hotel concept" on the water. The report described its Baroque-style staterooms as "dripping with Murano glass and gilded splendour," complemented by "farm to ship" food sourced locally from the surrounding countryside. Notably, Uniworld offers a butler service for each suite and operates on a fully inclusive basis, meaning passengers "won't have to put your hand in your pocket the whole trip – not even to tip staff." This makes it an excellent all-inclusive choice for those prioritising luxury and style in their river cruise experience.

Scenic: Ultimate Luxury for Special Occasions

Scenic also earned the WRP rating, standing out as the most expensive option at £710 per person per night, with a customer score of 82 per cent. It received high scores for customer service and cleanliness, with Which? highlighting luxury touches such as sun terraces, Dyson hairdryers, and exclusive excursions to cultural sites. The report suggested these features make Scenic "worth the splurge" for special occasion holidays, offering all the trimmings for an unforgettable journey.

The river cruise industry continues to expand, with around 27 operators currently available, according to data from the Cruise Lines International Association (CLIA). This growth is set to accelerate from next year when Celebrity Cruises enters the market, providing even more options for travellers. Whether you're drawn to the opulence of Avalon Waterways, the value of CroisiEurope, or the boutique elegance of Uniworld and Scenic, this survey offers valuable guidance to help you navigate the waterways and find the perfect river cruise for your next holiday.
