Leon Osbourne, 35, a teacher at Octavia House Schools in Essex, has been indefinitely banned from teaching after a panel found he repeatedly exhibited inappropriate sexual behaviour towards colleagues. The Teaching Regulation Agency panel heard that Osbourne groped a female colleague, called her "hot stuff" and "sexy beast," and made explicit comments about oral sex and orgasms.

Details of Misconduct

The incidents occurred while Osbourne taught at Octavia House Schools from September 1, 2015, to October 20, 2023. The panel heard that he grabbed a colleague's bottom, pulled her towards him, kissed her neck, and remarked that he was glad he could see down her dress. He also asked another staff member if she enjoyed performing oral sex and inquired about her sexual preferences.

In one instance, Osbourne discussed orgasms with a colleague. After she yawned, he commented that he knew what would give her more energy: "a really good orgasm." When she responded that her partner did a good job of that, Osbourne replied, "don't ruin it by bringing partners into it." He also told another staff member that her private area was "soft."

Panel Findings and Sanction

The panel noted that Osbourne showed limited remorse and understanding, but acknowledged his sincere apology during oral testimony, where he expressed deep regret for causing discomfort and explained that therapy had led him to reflect on his actions. Despite this, the panel declared him indefinitely banned from teaching in any school, sixth form college, relevant youth accommodation, or children's home in England. He is also prohibited from applying for reinstatement of his teaching eligibility.

School's Response

A representative for Octavia House Schools stated: "We do not comment on individual employment matters for reasons of confidentiality. The school expects the highest standards of professional conduct from all members of staff. Where concerns are raised, they are dealt with in accordance with the school's policies and procedures and, where appropriate, referred to the relevant external bodies. As this matter has been considered through the appropriate processes, it would not be appropriate to comment further."
