The Department for Work and Pensions (DWP) typically disburses these funds to individuals who have reached state pension age.
Eligibility and Reclaim Criteria for High Earners
However, a crucial stipulation has been introduced: pensioners with an annual income exceeding £35,000 are required to repay their Winter Fuel Payment. For the majority affected, no direct action will be necessary, as HMRC plans to automatically adjust their tax codes for the 2026/27 financial year to facilitate the reclaim. Notifications regarding these tax code changes will be dispatched via letter, text message, or email, ensuring recipients are informed of the adjustments.
For those already registered for self-assessment tax returns, the Winter Fuel Payment will be incorporated into their 2025/26 tax return, streamlining the process without additional steps. This approach aims to minimise disruption for pensioners while ensuring compliance with the new income threshold.
Guidance on Identifying Genuine HMRC Communications
In light of this widespread communication effort, experts from MoneySavingExpert.com (MSE) have issued warnings about potential scams. Fraudsters may attempt to exploit the situation by sending deceptive messages. MSE emphasises that authentic HMRC correspondence will clearly state that no action is required from the recipient. Furthermore, legitimate texts and emails from HMRC will not contain any clickable links or requests for personal details or payments.
To safeguard against fraud, individuals who receive suspicious communications are advised to forward texts to 60599, emails to phishing@hmrc.gov.uk, or report suspicious phone calls via the official GOV.UK website. These measures are critical in protecting vulnerable pensioners from financial exploitation.
Payment Details and Eligibility Exclusions
The Winter Fuel Payment is targeted at individuals born before September 22, 1959. Eligibility is typically automatic for those who claimed specific benefits during the qualifying week of September 15 to 21, 2025. The list of qualifying benefits includes:

An HMRC spokesperson reiterated the process, stating, “The majority of people who need to pay back a Winter Fuel Payment will do so automatically via their tax code. For those already registered for Self Assessment, it will be collected via their tax return.
